Two Arrested at Owen County Meth Lab

(Owenton, KY) - Two people were arrested Tuesday (12/09) after Troopers discovered a meth lab at an Owen County home. Upon a request for assistance from Owen County Social Services, Troopers from KSP Post 5 went to the home at 125 Dogwood Drive. When they arrived at the home, no contact was made. However, Troopers smelled a strong chemical odor coming from the residence. A search warrant was obtained and a search of the home led to the discovery of a meth lab. Amber Rapp, 28 years old from Owenton, KY, and Kenneth Sams, 35 years old from Owenton, KY, were arrested and charged with Manufacturing Methamphetamine, Possession of a Meth Precursor, Possesion of Drug Paraphernalia, Possession of a Controlled Substance 1st degree, Possession of a Controlled Substance-Endangerment to Child Welfare, and Failure to Notify DOT of Address Change. Both were transported and lodged at the Carroll County Detention Center. Ms. Rapp's child was transported and examined by New Horizon Medical Center and released to the maternal grandmother.
Trooper Brandon Maupin cleaned the meth lab and is leading the ongoing investigation. Trooper Maupin was assisted by Trooper Matthew D. Corbin.
