Update: KSP Investigating Suspicious Device Found During Traffic Stop In Lyon County

(Eddyville, KY.) - Trooper T.J. Williams charged Michael Jack Higgs, 45 of Grant Pass Oregon with Use of weapon of mass destruction 3rd degree (class C felony), possession of a handgun by a convicted felon (class C felony), possession of a firearm by a convicted felon (class D felony), possession of marijuana (misdemeanor), possession of drug paraphernalia (misdemeanor), failure of owner to maintain insurance (misdemeanor), and operating on a suspended operator's license (misdemeanor). The charges stem from a traffic stop conducted at approximately 09:28 A.M. which Trooper's discovered a homemade improvised explosive device inside the vehicle. The interstate was shut down, while KSP hazard devices examined the IED. The device was rendered safe by KSP personnel and no other explosives devices were found in the vehicle.

The interstate was opened back up after the vehicle was cleared. Trooper Williams is continuing his investigation. Higgs was lodged in the Caldwell County Jail. A passenger in the vehicle is not facing any charges.

KSP Investigating Suspicious Device Found During Traffic Stop In Lyon County

(Eddyville, KY.) - Trooper T.J. Williams and Trooper Brad Ramsey conducted a traffic stop near the 47 mile marker on Interstate 24 eastbound. During the traffic stop Trooper's noticed what appeared to be a small, improved explosive device inside the vehicle. Traffic has been shut down and rerouted at the 45 mile marker eastbound and the 56 mile marker westbound. The Kentucky State Police Hazardous Material Unit was notified and is currently on scene clearing the device. Once the device is cleared a more detailed search of the vehicle will take place. The interstate will re-open after a thorough search of the vehicle.

KSP has arrested one male and detained one female at this time. KSP is being assisted on the scene by the Kentucky State Police Special Operations Branch, Hazardous Material Unit, Kentucky State Police Division of Commercial Motor Vehicles, Kentucky Fish and Wildlife. Paducah Bomb Squad, Eddyville Police Department, Eddyville Fire Department, Lyon County EMS and the Kentucky Department of Transportation.
