KSP Charges Hopkinsville Men with Crimes Related to Child Exploitation

Hopkinsville, KY (Christian County) - Kentucky State Police Detective Lloyd Ray arrested two Hopkinsville men on charges relating to child exploitation.
On Monday, January 26, at approximately 10:57 a.m., Robert C. Chavez, 29, Hopkinsville, KY, was arrested and charged with the following offenses:
- Failure to Comply with Sex Offender Registration 1st Offense (D Felony)
- Registered Sex Offender Prohibited From Social Network Use Accessible By Minors (A Misdemeanor) – 2 counts
- Possession of Matter Portraying Sexual Performance by a Minor (D Felony)
On Monday, January 26, at approximately 11:15 a.m., Phillip R. Weber, 34, Hopkinsville, KY, was arrested and charged with the following offense:
- Possession of Matter Portraying Sexual Performance by a Minor (D Felony) – 4 counts
Both individuals were lodged in the Christian County Jail.
Mr. Chavez and Mr. Weber were arrested as a result of an undercover Internet Crimes Against Children (ICAC) investigation that began in December of 2014. The KSP received a complaint that the accused were using the Internet to download material which contained child exploitation images. During the investigation, it was discovered that Mr. Chavez was a registered sex offender from California that had transferred to Tennessee. Mr. Chavez has been living in Kentucky for several months and had failed to register with the Sex Offender Registry. It was also discovered that Mr. Chavez had active accounts with a social media site and as a registered sex offender, is prohibited from having a social media account that is accessible by minors.
The investigation is continuing by Detective Ray and additional charges are pending.
KSP Post 2 units, KSP DESI (Drug Enforcement/Special Investigations) West units, MPD Detective Bob Couchman, and the Christian County Commonwealth Attorney's Office assisted with the investigation and arrests.
The KSP is a member of the Internet Crimes Against Children (ICAC) Task Force.
