KSP Frankfort Post, Frankfort Area Officers Promoted

(FRANKFORT, KY) - One Kentucky State Police (KSP) officer has been promoted and transferred to the Frankfort Post, while several other officers who received promotions either have been transferred or remain assigned to positions in KSP Frankfort-based branches.

John Carrico Jr. was promoted to lieutenant and remains assigned to the Criminal Identification and Records Branch in Frankfort. A 19-year KSP veteran, Carrico's other assignments during his career include the Elizabethtown and Frankfort Posts.

A native of Springfield, Carrico is a 1981 graduate of Washington County High School. He, his wife, Shelia, and two children live in Lawrenceburg.

Jesse Owens was promoted to sergeant and transferred from the Special Operations Branch to the Frankfort Post. Owens, a Mount Vernon native and resident, has been with the KSP for seven years. He's a 1990 graduate of Rockcastle County High School.

John Yates was promoted to sergeant and transferred from the London Post to the Communications and Computer Technology Branch in Frankfort. A 10-year KSP veteran, Yates, who has worked at the London Post since joining the KSP in 1995, is a 1990 graduate of Glasgow High School and a 1994 graduate of Centre College.

Michael Evans and David Jude both were promoted to sergeant and remain assigned to the KSP Academy Branch in Frankfort.

Evans is a 16-year KSP veteran and also has worked at the Morehead and Frankfort Posts during his career. A native of Springfield and Lawrenceburg, Evans graduated from Anderson County High School in 1984. He, his wife, Renee, and two children reside in Lawrenceburg.

Jude has been with the KSP for six years and previously worked at the Dry Ridge Post. An Ashland native, he is a graduate of Boyd County High School. He graduated from Ashland Community College in 1990 and from Eastern Kentucky University in 1994. He, his wife, Stacy, and their daughter reside in Ashland.

Lieutenant Governor and Secretary of the Justice and Public Safety Cabinet Steve Pence complimented all 39 recently promoted officers for their efforts. "These men and women...have dedicated themselves to advancing the mission of the Kentucky State Police," said Pence. "On behalf of the Commonwealth, I want to commend the promotional recipients...for their commitment to public service and safety."

KSP Commissioner Mark L. Miller cited the diligence that troopers must possess to be promoted. "These officers have dedicated countless hours of training, studying, testing, interviewing and otherwise maintaining the highest standards to take their place as leaders in the Kentucky State Police," said Miller. "Combined, these (39) officers have 427 years of experience. This collective understanding will come to bear as we continuously strive to best meet the law enforcement needs of Kentucky."
