Sex Offender Arrest in Carter County

(Ashland, KY) - On July 30th, 2008, Kentucky State Police at Ashland received two anonymous tips that Mark Logan, a registered sex offender, was in violation of Kentucky's Sex Offender laws. Detective Erik Kouns responded to the complaint and found that Mr. Logan did live within 1000 feet of a licensed day care facility and a preschool. The Carter County Attorney issued an Arrest Warrant for Mr. Logan charging him with "Registered Sex Offender Residence Restrictions", 1st Offense, a Class "A" misdemeanor. Mr. Logan was lodged in the Carter County Detention Center. Detective Kouns was assisted by Trooper Jim Ryland.
