Kentucky State Police Charge Perry County Man Following Child Sexual Abuse Material Investigation

SCUDDY, Ky. (Sept. 4, 2026) — The Kentucky State Police Electronic Crime Branch arrested Brandon Scott Sumner, 32, on September 3, 2026, following an undercover Internet Crimes Against Children (ICAC) investigation involving child sexual abuse material.

At approximately 3:54 p.m., Sumner was located and arrested as a result of the investigation. The KSP Electronic Crime Branch initiated the investigation after discovering the suspect uploading sexually explicit images of juveniles online.

On September 3, investigators executed a search warrant at a residence in Scuddy. Electronic equipment believed to have been used to facilitate the offenses was seized and transported to the KSP Forensic Laboratory for examination. The investigation remains ongoing.

Sumner is currently charged with 20 counts of possessing matter portraying a minor under the age of 12 in a sexual performance. The offense is a Class C felony punishable by five to 10 years in prison. Sumner was lodged in the Kentucky River Regional Jail.

The Kentucky Internet Crimes Against Children (ICAC) Task Force is comprised of more than 26 local, state and federal law enforcement agencies. Created by the U.S. Department of Justice and administered by the Kentucky State Police, the ICAC Task Force assists state and local law enforcement agencies with cyber enticement and child sexual abuse material investigations.

The task force provides forensic and investigative support, training and technical assistance, victim services, prevention resources and community education. The ICAC program was developed in response to the increasing number of children and teenagers using the internet, the proliferation of child sexual abuse material and the heightened online activity of predators seeking unsupervised contact with underage victims.
