Kentucky State Police Post 11 Investigates Animal Cruelty in Laurel County
CORBIN, Ky. (September 8, 2026) – The Kentucky State Police (KSP) Post 11 London has charged a Laurel County woman after an animal cruelty investigation
On Saturday, September 5, 2026, KSP Post 11 was contacted by Guardians of Rescue, a non-profit organization dedicated to protecting the well-being of animals, regarding animals being mistreated at a Corbin, KY residence on Rydell Rd.
When Troopers Jacob Loudermilk and Logan Mallory arrived at the residence, they located several dogs in dilapidated living conditions, without food and/or water, and in various states of declining health. There were several closed buildings on the property, prompting the Troopers to seek a search warrant, which was granted. A search of the property uncovered more animals locked inside cages in extreme heat with no access to food or water.
While on scene, the owner of the residence and animals, Ginger C.Smith, 59 years old, of Corbin, KY, arrived. While entering the property, she was operating her vehicle in a careless manner and nearly struck several people who were assisting in removing the animals from the property.
Ms. Smith was charged with 23 counts of Cruelty to Animals 2nd Degree, 23 counts of Dogs to be Vaccinated, five counts of Wanton Endangerment 2nd Degree, and one count of Disorderly Conduct 2nd Degree.
This investigation remains ongoing by Trooper Jacob Loudermilk. He was assisted on scene by KSP personnel as well as volunteers with the Guardians of Rescue organization.
