Breathitt County Man Faces Drug Charges Following Search Warrant

VANCLEVE, Ky. (August 10, 2026) – A Breathitt County man is facing multiple drug-related charges following the execution of a search warrant by troopers with the Kentucky State Police (KSP), Post 13 in Hazard.

Troopers executed the search warrant shortly before 7:00 p.m. on Sunday, August 9, at a residence on Rock Lick Road in the Vancleve community of Breathitt County. Upon arrival, troopers detained the homeowner, Randy Spicer, 66, of Vancleve.

During a search of the residence, troopers located approximately 63 grams of suspected methamphetamine, 12 grams of suspected fentanyl, 3 grams of suspected heroin, and 1.6 ounces of suspected marijuana, along with numerous prescription pills, firearms, and drug paraphernalia.

Spicer was arrested and transported to the Kentucky River Regional Jail. He was charged with Trafficking in a Controlled Substance in the First Degree (Fentanyl), Trafficking in a Controlled Substance in the First Degree (Methamphetamine), Trafficking in Marijuana, Trafficking in a Controlled Substance (Heroin), Hindering Prosecution or Apprehension, and numerous additional drug- and paraphernalia-related offenses.

Troopers also arrested Lelia Colwell, 39, of Jackson, on several outstanding warrants. The investigation remains ongoing and is being led by Trooper Dawson Duff. All individuals are presumed innocent until proven guilty in a court of law.
