Kentucky State Police Post 5 Vehicle Pursuit, Successful Arrest in Carroll County

CARROLLTON, Ky. (June 12, 2025) – The Kentucky State Police (KSP) Post 5 in Campbellsburg was contacted by the Cincinnati Police Department (CPD) requesting to locate a vehicle traveling on I-71. Cincinnati Police were trying to locate a man with Felony charges for Strangulation that tried to ram Officers of the West Chester Police Department (WCPD) with his vehicle when they attempted to arrest him.

Post 5 Troopers identified the man around the 51-mile marker southbound on I-71 in Carroll County and attempted a traffic stop. Troopers activated emergency equipment and the man fled from Law Enforcement. KSP was successfully able to deploy a tire deflation device, however the man continued to flee on multiple flat tires until Troopers successfully conducted a legal intervention technique (PIT Maneuver) around the 40-mile marker. Mr. Terron Minnifield, a 25-year-old man from Cincinnati, Ohio was arrested without further incident. Troopers were able to apprehend the man safely without danger to the public.

Mr. Terron Minnifield was charged with the following:

  • FUGITIVE (Warrant not required)
  • FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE)
  • RECKLESS DRIVING
  • OPER MTR VEHICLE U/INFL CONT SUB (189A.010(1D) – 1ST
  • POSS OF MARIJUANA
  • DRUG PARAPHERNALIA – BUY/POSSESS
  • FAILURE OF OWNER TO MAINTAIN REQUIRED INS/SEC, 1ST OFF
  • FAILURE TO PRODUCE INSURANCE CARD
  • FAILURE TO OR IMPROPER SIGNAL
  • SPEEDING 18 MPH OVER LIMIT (LIMITED ACCESS)

Kentucky State Police Post 5 was assisted by Ohio Law Enforcement, who deployed a “Star Chase Device” (GPS tracking device) to the vehicle which provided vital information to successfully apprehend this wanted person.
