UPDATE: Kentucky State Police Investigates Death at Eastern Kentucky Correctional Complex

WEST LIBERTY, Ky. (January, 16, 2026)- On September 18, 2025, a Morgan County Grand Jury returned an indictment on Daleon Rice, 45 years of age,  whom is an inmate at Eastern Kentucky Correctional Complex, charging him with Murder and Persistent Felony Offender 1st degree.

WEST LIBERTY, Ky. (August, 31, 2025) –The Kentucky State Police (KSP) Post 8 in Morehead was contacted this morning at around 8:50 a.m. EDT  by the Eastern Kentucky Correctional Complex (EKCC) to conduct a death investigation.

KSP Detectives responded to EKCC after Correctional Officers located Robert A. Broyles, a 34-year-old from Louisville, Kentucky, unresponsive in his cell during morning count. Life saving measures were attempted while Mr. Broyles was being transported to ARH Hospital in Morgan County but were unsuccessful. Mr. Broyles was pronounced deceased shortly after arriving at the hospital. The preliminary investigation reveals that foul play is suspected, but this is subject to change as the investigation continues. 

The ongoing investigation is being lead by Detective Matt Martin. KSP was assisted on scene by the Morgan County Ambulance Service.
