Kentucky State Police Investigates Death at Eastern Kentucky Correctional Complex

WEST LIBERTY, Ky. (September, 30, 2025) –Kentucky State Police (KSP) Post 8 in Morehead was contacted by the Eastern Kentucky Correctional Complex (EKCC) this afternoon at 2:30 p.m. EDT to conduct a death investigation.

KSP troopers and detectives responded to EKCC after correctional officers located Ryan Rayburn, a 27-year-old male from Ashcamp, Kentucky, unresponsive in his cell. Lifesaving measures were provided to Mr. Rayburn but were unsuccessful. Mr. Rayburn was pronounced deceased shortly after arriving at the Morgan County ARH Hospital. The preliminary investigation reveals that foul play is suspected, and a person of interest, who is an inmate at the facility, is being investigated. 

The ongoing investigation is being led by Detective Jared Wagner. KSP was assisted on scene by the Morgan County Ambulance Service.
